How it works.
The UAE's import permit comes from MOCCAE, the Ministry of Climate Change and Environment. It's valid for 90 days from the day it's issued, and on arrival the pet is inspected at the entry port against that permit before he's released.
MOCCAE's own page says a pet from a high risk country needs a rabies antibody test from an accredited lab, reading at least 0.5 IU/ml. It also limits personal imports to two cats, two dogs, or a dog and a cat in a year. Whether India sits on its high risk list is something we confirm for your date, and if it does, the titre goes into the timeline first.
Check the breed early. The UAE bans the import of a list of fighting and guarding breeds and their crosses, from Pit Bulls and American Bullies to Cane Corsos and the Indian Bully Kutta. And the airline matters in summer: Emirates carries snub-nosed breeds only under set conditions between November and April.
Cats Cats need the same MOCCAE permit and matching chip. Persians, Himalayans and other snub-nosed cats fly with Emirates only under its winter conditions, November to April.

Quarantine: Inspection at the entry port
MOCCAE inspects the pet against the import permit at the entry port, then releases him. We confirm the live conditions on the permit before he flies.
The thing that moves the date
The breed list. A Staffordshire Bull Terrier, an American Bully or a Cane Corso can't be imported into the UAE, so we check the breed before anything else.
