From Dubai or Abu Dhabi it's a short flight home. MOCCAE examines your pet and issues the export certificate, then it's India's legal route and the Advance NOC at least seven days before he boards.

How it works.
In the UAE the export paper is MOCCAE's veterinary health certificate. MOCCAE examines the animal, runs any lab tests the importing country needs, and issues the certificate electronically, usually in one working day. It's valid for 30 days from issue, which gives room to line it up with India's Advance NOC.
Then India's side, where the legal route comes first. Up to two dogs or cats can come in under the baggage rule if you're moving residence to India after at least two years of continuous stay abroad. Anyone else needs a DGFT import licence, and DGFT says to start about two months ahead. Either way, you apply for the Advance NOC on ATITHI 2.0 with your own passport details, at least seven days before boarding, and the airline won't lift your pet without it. We check every paper before you press submit.
The flight is short, but the season still matters at the Dubai end. Emirates carries snub-nosed breeds only under set conditions from November to April, so a Pug or a Persian may need a winter date or another airline.

Quarantine: Only if the arrival check fails
AQCS examines the original papers when he lands and issues the final NOC. A pet that fails the arrival check goes to 15 days of quarantine, with testing at the owner's cost, which is why we check everything before he flies.
The thing that moves the date
