How it works.
The distance isn't the problem. Hong Kong requires a Special Permit, and the current terms for India's origin group can mean a government quarantine place held in advance and a wait after an accepted titre. Those set the schedule.
Everything follows the permit terms in force: the chip, the rabies work, a titre at an approved lab and its wait, the official health certificate, the permit itself and the quarantine place.
The cabin or accompanied baggage may be open when the airline, the border and your pet all allow it. The cabin is the only mode where a person sits with him in flight.
